The verification package a Howard County applicant must supply: three most recent consecutive pay stubs for each employed household member, other income documentation, third-party proof of all asset sources, the prior year's filed federal return with all schedules, three months of bank statements, prior-year W-2s (accepted only during the January and April open enrolment periods), two years of returns plus a year-to-date profit and loss for the self-employed, a college transcript for students over 18, and a zero income affidavit for every non-working applicant aged 18 or over. It is written for the HOMEOWNERSHIP application; whether the same package is required for a rental application, which is made to the apartment community rather than to the Department, is not stated anywhere.

The Code says WHO is eligible and WHAT they pay; the Zoning Regulations say HOW MANY units are owed, and the answer differs by district. Read this pass: 10 percent in RC, RR, R-ED, R-20, R-12, R-SC, R-SA-8, R-H-ED, R-A-15 and MXD; 15 percent in R-APT; 15 percent on-site only in TOD with off-site and fee-in-lieu expressly barred; 15 percent in CAC rising to 25 percent where the development closes an existing mobile home park; 15 percent of single-family attached units PLUS 20 percent of apartment units in R-MH; and, for age-restricted adult housing as a conditional use, 10 percent in RC/RR/R-ED/R-20/R-12/R-SC and 15 percent in PGCC/R-SA-8/R-H-ED/R-A-15/R-APT under 131.0.N.1(16). The Zoning Regulations' own definition of a Moderate Income Housing Unit says 'up to 80% of the median income', which does not match the Code's 60 percent rental test; both are recorded in the rules and neither is resolved.

The page carries several distinct series under one heading and they are NOT interchangeable: the FY 2026 CDBG Income Limits, a separate CDBG-DR 120 percent series usable only where a Federal Register notice allows it, adjusted Kentucky limits under a 2025 waiver memorandum, uncapped New Jersey limits under the waiver at 78 FR 46999, and Puerto Rico and US Virgin Islands limits marked CDBG-DR only. Two paragraphs, and both are operative mechanics that no statute or regulation states: 14-1 puts the remittance obligation in project-level arithmetic terms ('the amount by which the total rent collected on the dwelling units exceeds the sum of the approved basic rent for occupied units'), and 14-2 sets the deadline and the forms - the Monthly Report of Excess Income is due by the 10th of the month following the month covered, on forms HUD-93104A and HUD-93104, and is required EVEN WHERE THERE IS NO EXCESS INCOME. CAUTION ON 14-1: read alone its wording sounds project-level, while 12 U.S.C. 1715z-1(g)(1) requires the measure to be taken 'on a unit-by-unit basis'. The statute governs; the handbook paragraph is a summary of the remittance, not a substitute measure. This chapter is a 1992 printing of a handbook whose currency was not established this session - it is cited only for the reporting deadline and forms, not for anything the statute covers.

Reviewed all three pages on 2026-09-13. The agency landing page labels its FAQ link updated August 6, 2026, but the linked PDF header and revised smoke-alarm question identify June 23, 2026. The header also says June 6, 2025 despite notice number RED-26-24; preserve that inconsistency instead of inferring a new issuance date. Covers IHCDA inspection applicability, project-specific QAP requirements, egress, GFCI, SRO facilities, smoke alarms, water-heater piping and window screens. Interpret as IHCDA guidance for its inspections, not a nationwide replacement for HUD standards.
