The binding tenant-selection instrument for Minnesota Housing-funded rental properties, including 9% and 4% housing tax credits. Substantively it is a screening FLOOR, not guidance: it prohibits denial on a credit score alone, on insufficient credit or rental history absent bad-faith withholding, on eviction actions dismissed or decided for the applicant or on judgments three or more years old, and on arrest records without conviction; it caps any minimum income test at an income-to-rent ratio of 2.5; and for supportive housing units it requires Housing First practices and bars screening on housing history, credit history or credit score, with criminal lookbacks capped at seven years for felonies and two for misdemeanours, subject to a controlled-substance and lifetime-sex-offender-registration carve-back.
