DATE TAKEN FROM THE DOCUMENT'S OWN FACE: every page footer reads 'form HUD-52648 (01/2024) / Previous edition is obsolete / ref. 24 CFR Part 985'; the OMB block reads 'OMB Approval No. 2577-0215 (exp. 12/31/2026)'. There is no separate issue date printed, so 'published' is left null rather than inferred from '01/2024' - that string is the form edition, and the corpus does not treat an edition stamp as a publication date. This is the reporting instrument for the SEMAP taxonomy, the voucher-program analogue of IRS Form 8823: 14 numbered performance indicators (indicator 14 split into 14a and 14b) plus an optional Deconcentration Bonus Indicator addendum. THE FORM AND THE REGULATION DISAGREE IN TWO PLACES, both recorded on the affected violation records: (1) indicator 2 on the form says rent reasonableness must be redetermined 'at the HAP contract anniversary if there is a 5 percent decrease in the published FMR', while 24 CFR 985.3(b)(1) says 10 percent; (2) the form gates indicators 1-7 on whether 'the PHA expends less than $300,000 a year in Federal awards', while 24 CFR 985.3 now says 'less than its Federal award expenditure threshold in 2 CFR part 200, subpart F'. Cited for three things stated nowhere else that is reachable: that HUD has issued no programme regulations for 811 PRA ('HUD has not issued program regulations for the PRA program, but there are a number of key public documents that outline the PRA program requirements'); that Handbook 4350.3 governs occupancy ('Generally, HUD Handbook 4350.3 Occupancy Requirements of Subsidized Multifamily Housing Programs applies to the PRA program'); and the tenant eligibility criteria, including the 18-to-under-62 age range at move-in, the target population, and eligibility for community-based long-term care services under the Interagency Partnership Agreement. IT DISCLAIMS ITS OWN COMPLETENESS -- 'The Start-Up Guide is not a comprehensive guide to all PRA requirements' -- and points at the binding documents: the NOFA the grantee was funded under (FY12, FY13/14 or FY19) and Exhibit 5 (Program Guidelines) of that grantee's Cooperative Agreement, which the guide's own table describes as serving 'as regulations for the program'. Says the standards are enforced by the review boards 'as a condition of discretional or administrative permits'. Read 2026-08-31. THE SET-ASIDE PERCENTAGE IS NOT IN ARTICLE 12. Sec. 12.1.4(a) says ADUs 'must be provided as specified in Article 3: Residential Districts, Article 4: Mid-Rise Districts, Article 5: High-Rise Districts, Article 7: Special Districts, and Article 8: Overlay Districts', and the number itself lives in a per-building-type table in each of those articles. Fifteen such tables were located and read; FOURTEEN give '20% of units' and differ only in the threshold row. The dominant form, carried by every mid-rise and high-rise building type and by the Residence-district apartment building, is '0 to 3 units: None / 4 or more units: 20% of units'. Three older Residence-district tables state a BOUNDED band instead and have never been amended: Table 3.2.8 '4 to 6 units: 20% of units', Table 3.2.9 (Apartment House) '4 to 10 units: 20% of units' and Table 3.2.11 (Row Houses) '4 to 10 units: 20% of units'. Those bands have no upper row, so what a 12-unit apartment house owes is not stated by the table -- recorded as a conflict in the Somerville set-aside rule rather than resolved. Table 7.4.11 carries a stray footnote marker in its header ('Total Dwelling Units 1Required ADUs') which is a typographical defect in the codification.

Content confirms currency over the 2019 mirror: HOTMA verification updates, NSPIRE as the physical inspection criteria, NextGen as the reporting portal. Internally inconsistent on two points (owner certificate certifies to UPCS while the inspection section uses NSPIRE; first-review timing stated as both 'end of the calendar year following' and 'end of the second year after' placed in service) - both conflicts are carried on the affected rules as open questions. THE California HOME source. 25 CCR 8200(b) states that the Cranston-Gonzalez National Affordable Housing Act provides for state administration of the HOME program and that these regulations govern 'the department's management of these funds' -- the department being HCD, not the California Tax Credit Allocation Committee, which allocates and monitors Housing Credits from the State Treasurer's office and does not administer HOME. Section 8208 carries the affordability and rent restrictions, section 8212.2 incorporates most of the Uniform Multifamily Regulations into the HOME program by reference, section 8214 requires the recorded legal documents, and section 8216 carries the reporting and recordkeeping duties. An earlier printing of the same subchapter dated 10/10/12 is also still served at https://www.hcd.ca.gov/grants-funding/active-funding/cdbg/docs/state_home_regulations_10-10-12.pdf; it is superseded by this edition, which adds the 50-year Native American Lands term at 8208(a) and 'Developers' to the filers at 8216(a)(3).
