(1) The 2026 Voluntary Monetary Affordable Housing Contribution Rates, 'adjusted annually based on the CPI-U for Housing for the Washington, D.C. Metro Area': Non Residential $2.84/NSF, Tier 1 Residential (by-right) $3.79/NSF, Tier 2 Residential $7.58/NSF, Commercial to Residential Conversions $1.90/NSF. (2) The 2026 Restricted Gross Monthly Rent Limits (Including Utilities), by AMI band and bedroom count: at 60 percent, $1,745 efficiency, $1,869 one-bedroom, $2,243 two-bedroom, $2,591 three-bedroom; the table also carries 30, 40, 50, 80 and 100 percent rows. (3) The 2026 HUD Designated Median Incomes by Household Size, one through six persons, and the 2026 Affordable For-Sale Prices by unit type -- $225,000 / $275,000 / $325,000 for one, two and three bedrooms with a parking space and $195,000 / $245,000 / $295,000 without. THE RENT LIMIT IS EXPRESSLY GROSS OF UTILITIES, which matches section 7-701(A)'s 'combined cost of rent and utilities' and is why this overlay states no separate utility allowance.

Sets when an Affordable Housing Plan is required (a contribution in the form of units whether required or voluntary; conversion of units into an equivalent monetary contribution under section 7-700; or off-siting units of equivalent value under section 7-700), the two review tracks and their timings, the six review criteria, the twelve mandatory components of the plan, and the amendment process -- changes to an approved AHP that modify phasing, number, type, size in bedrooms, location, or the LEVEL AND LENGTH OF AFFORDABILITY of proposed Committed Affordable Units require a formal amendment, staff review, presentation to the Alexandria Housing Affordability Advisory Committee and consideration by the City Manager. It also directs projects in or rezoning to the Residential Multifamily Zone to the Tenant Assistance and Relocation Policy and other projects affecting committed affordable or market-rate units to the City's Housing Relocation Assistance Policy.

The operational half of the programme. Section A restates the section 7-700 bonus (up to thirty percent additional density, up to twenty-five feet of height, none in zones capped at fifty feet or lower) and its one-third requirement. Section B gives the voluntary monetary contribution rates and says they are 'adjusted annually based on the CPI for Housing for the Washington Metropolitan Area', with Tier 1 defined as residential square footage buildable by right and Tier 2 as additional residential square footage allowed by Special Use Permit excluding bonus-density square footage. Section C applies voluntary contributions to all new residential developments of five units or more and all new building area over 3,000 gross square feet. Section D lists the exclusions -- religious institutions, public parks and playgrounds, schools, preschools within a church or school building, non-commercial neighbourhood facilities, libraries, homeless shelters, any residential project undertaken by the Alexandria Redevelopment and Housing Authority or an entity of which ARHA is a part, any project where ten percent or more of the units are public housing or replacement publicly-assisted units, and parking garages. Section E requires an Affordable Housing Plan. Section F sets the payment timing: pro rata at initial occupancy of each unit or space as evidenced by a certificate of occupancy, except that contributions attributable to for-sale units may be made on the sale of each unit to the end user. Section G governs expirations, extensions and amendments to Development Special Use Permits, Development Site Plans and Coordinated Development Districts. Section H gives the optional affordable-housing parking ratios added in 2015: 0.5 spaces per unit at 30 percent AMI, 0.65 at 50 percent and 0.75 at 60 percent, with further named reductions for transit proximity, walkability and studio share.

The only tenant-protection instrument in the Alexandria overlay, and its reach is narrow: section 1.1 applies it to displaced households in the Residential Multifamily Zone only. Within that zone it establishes a right to return to a committed affordable unit for tenants in good standing, relocation payments for all displaced households current with rent REGARDLESS OF INCOME, double payments for elderly and disabled households and for very low-income households as defined by the City's Relocation Assistance Guidelines, deference to the Uniform Relocation Act and Section 104(d) where those apply instead, and a Tenant Assistance and Relocation Plan comprising a Community Profile and a Relocation Plan, submitted with the developer's Concept Two application and subject to review by the Landlord-Tenant Relations Board. 'Tenants in good standing' is defined by two tests -- current in rent at the time of receipt of the 120-day notice to terminate tenancy, and living in a committed affordable unit owned by the developer before redevelopment. It also carries the only published definition of a Committed Affordable Unit read this pass: 'rental or ownership dwelling units available to eligible households through income and/or occupancy restrictions required under federal, state, or local programs.'
