For rental housing, occupancy by low- and moderate-income households must be at affordable rents in order to qualify under the low- and moderate-income housing national objective. CDBG sets no rent table of its own: the recipient must adopt and make public its standards for determining affordable rents for this purpose, and it is that published local standard, not a federal limit, that binds the unit. A CDBG rental unit therefore has a rent ceiling only where the grantee has adopted one, and the ceiling must be read out of the grantee's published standard and the written agreement rather than inferred from the programme.
This is the structural difference between CDBG and HOME/HTF/LIHTC that most often trips an operator with a national portfolio: there is no CDBG rent limit series to look up. Where a CDBG unit appears to carry a rent ceiling, the ceiling came from the grantee's adopted standard or from a layered programme, and the source of it must be identified before it is applied.
