How long an award can run is a function of the activity, not of the project. LEASING: grant funds may pay 100 percent of the cost of leasing a structure or portion of one to provide housing or supportive services FOR UP TO 3 YEARS. TENANT-BASED RENTAL ASSISTANCE: up to 5 YEARS' worth may be awarded to a project IN ONE COMPETITION, and the participant chooses the housing. SPONSOR-BASED RENTAL ASSISTANCE, provided through contracts between the recipient and a sponsor organization in housing the sponsor owns or leases: also up to 5 YEARS in one competition. PROJECT-BASED RENTAL ASSISTANCE, contracted with the owner of an existing structure who agrees to lease the subsidised units to program participants: UP TO 15 YEARS may be awarded in one competition, and participants do not retain the assistance if they move. Rental assistance itself may be short-term (up to 3 months of rent), medium-term (3 to 24 months) or long-term (longer than 24 months), and may be for transitional or permanent housing. A separate constraint runs alongside the term: rental assistance may not be provided to a participant who is already receiving rental assistance or who lives in a unit receiving rental or operating assistance from another federal, state or local source.
