Every CoC grant except leasing funds must be matched with no less than 25 percent in cash or in-kind contributions, documented by grant and fiscal year

The recipient or subrecipient must match ALL grant funds, EXCEPT LEASING FUNDS, with no less than 25 percent of funds or in-kind contributions from other sources. Where a Continuum's geographic area holds more than one grant agreement, the 25 percent is measured GRANT BY GRANT; a Unified Funding Agency, or a recipient that is the sole recipient for its Continuum, may instead provide match Continuum-wide. Cash match must be spent on activities eligible under subpart D (or, for a High-Performing Community, under 578.71). The cash may come from any source including other federal sources -- Continuum of Care funds themselves excepted -- provided the source's own governing law permits it to be used as match, and the recipient, not HUD, must establish that it does. In-kind contributions of real property, equipment, goods or services count where the same cost would have been eligible if paid with grant funds, and third-party services must be documented BEFORE GRANT EXECUTION by a memorandum of understanding stating the third party's unconditional commitment, the specific service, the profession of the people providing it, and the hourly cost. Records must show the source and use of every matching contribution, the grant and fiscal year it is counted against, and how a value was placed on third-party in-kind contributions.
