A household may stay in CoC transitional housing beyond 24 months, but HUD may discontinue assistance to a project where more than half of households do

The 24-month figure in CoC transitional housing is not a cap on the individual household. A homeless individual or family MAY REMAIN in transitional housing FOR A PERIOD LONGER THAN 24 MONTHS if permanent housing has not been located for them, or if they require additional time to prepare for independent living. The consequence attaches at the project level instead: HUD MAY DISCONTINUE ASSISTANCE for a transitional housing project if MORE THAN HALF of the homeless individuals or families remain in that project longer than 24 months. A file review therefore cannot find a violation from one household's length of stay; the measure is the share of the project's households, and the remedy is HUD's discretion over the project's assistance, not a termination of the household. This sits against the separate lease rule that a transitional housing lease runs at least one month and renews automatically up to a maximum term of 24 months.
