A CoC recipient must monitor its subrecipients at least annually and retain the monitoring documentation, including findings and required corrective actions

Monitoring flows down. As a condition of the grant agreement the recipient agrees TO MONITOR SUBRECIPIENTS AT LEAST ANNUALLY, to monitor and report the progress of the projects to the Continuum of Care and to HUD, to monitor subrecipient match and report on match to HUD, and to enter into subrecipient agreements requiring subrecipients to operate the project in accordance with the Act and all requirements of 24 CFR part 578. The recordkeeping side is explicit and separately citable: the recipient must retain copies of all solicitations of and agreements with subrecipients, records of all payment requests by and dates of payments made to subrecipients, documentation of all monitoring and sanctions of subrecipients, and documentation of the monitoring itself INCLUDING ANY MONITORING FINDINGS AND CORRECTIVE ACTIONS REQUIRED. A recipient that funds subrecipients and cannot produce a dated annual monitoring record for each of them has not met this requirement, whatever the subrecipients' own files show.
