The Continuum of Care must DESIGNATE A SINGLE Homeless Management Information System for its geographic area, designate an eligible applicant as the HMIS Lead to manage it, review, revise and approve a privacy plan, a security plan and a data quality plan for it, ENSURE CONSISTENT PARTICIPATION of recipients and subrecipients in the HMIS, and ensure it is administered in compliance with the requirements HUD prescribes. Participation is not optional for a funded project, and the obligation runs to the Continuum as well as to each recipient: activities funded as HMIS costs must comply with the HMIS requirements. A recipient or subrecipient that is a VICTIM SERVICES PROVIDER OR A LEGAL SERVICES PROVIDER does not enter data into the Continuum's HMIS; it may use CoC funds to establish and operate a COMPARABLE DATABASE that complies with HUD's HMIS requirements, and that database is what its participation consists of. The distinction matters for evidence as well as for reporting: elsewhere in this part an HMIS record and a comparable-database record are treated alike as third-party documentation only where the system keeps an auditable history and prevents back-dating.
