The Continuum must establish and consistently follow written standards on eligibility, prioritisation for each housing type including the VAWA transfer priority, and rapid rehousing rent

In consultation with recipients of Emergency Solutions Grants funds within the geographic area, the Continuum of Care must ESTABLISH AND CONSISTENTLY FOLLOW written standards for providing Continuum of Care assistance. At a minimum those standards must include policies and procedures for evaluating individuals' and families' eligibility for assistance under part 578; policies and procedures for determining and prioritising which eligible individuals and families will receive transitional housing assistance, which must include the emergency transfer priority required under 24 CFR 578.99(j)(8); the same for rapid rehousing assistance, again including that emergency transfer priority; standards for determining what percentage or amount of rent each program participant must pay while receiving rapid rehousing assistance; and the same prioritisation policies for permanent supportive housing assistance, once more including the emergency transfer priority. 'Consistently follow' is the operative phrase: a written standard that exists but is departed from in practice is a finding on the same footing as one that was never written.
