Terminating a CoC participant requires the program rules in writing before assistance begins, written notice of reasons, review before an independent person, and prompt notice of the decision

The recipient or subrecipient may terminate assistance to a program participant who violates program requirements or conditions of occupancy, and termination does not bar further assistance to the same individual or family later. In terminating assistance the recipient or subrecipient must provide a formal process recognising the participant's rights under the due process of law, consisting at minimum of four elements: providing the program participant with a WRITTEN COPY OF THE PROGRAM RULES AND THE TERMINATION PROCESS BEFORE the participant begins to receive assistance; written notice to the participant containing a clear statement of the reasons for termination; a review of the decision in which the participant is given the opportunity to present written or oral objections before a person other than the person who made or approved the termination decision or a subordinate of that person; and prompt written notice of the final decision. Recipients and subrecipients providing permanent supportive housing for hard-to-house populations must exercise judgement and examine all extenuating circumstances in determining when violations are serious enough to warrant termination, so that assistance is terminated ONLY IN THE MOST SEVERE CASES.
