EIV must be used in its entirety as a third-party source at reexamination

The PHA must use HUD's Enterprise Income Verification system in its entirety, as a third-party source to verify tenant employment and income during annual and streamlined reexaminations of family composition and income, and to reduce administrative and subsidy payment errors. Failure to use EIV in its entirety may result in sanctions or the assessment of disallowed costs.

EIV data is federal tax and wage information. It is routinely mishandled by being filed into a tax-credit compliance file on a layered property; several state LIHTC rules in this corpus address that directly.
