Only income-eligible families with eligible citizenship status may be admitted

The PHA may admit only eligible families. An applicant must be a family, must be income-eligible under 24 CFR part 5 subpart F (very low income, or low income within one of the enumerated categories), and must be a citizen or a noncitizen with eligible immigration status. The income limit that governs admission is the limit for the area where the family is initially assisted, and at admission the family may use the voucher only in an area where it is income eligible.

A voucher holder moving into a LIHTC, HOME or HTF unit must ALSO satisfy that program's own income limit, which is a different published series. The two determinations are independent; neither substitutes for the other.
