A unit must pass HQS inspection before the PHA approves the tenancy and before the initial lease term

The PHA may not approve the assisted tenancy or execute the HAP contract until it has determined that the unit is eligible, has been inspected by the PHA and passes HQS, that the lease includes the tenancy addendum, that the rent to owner is reasonable, and that the initial family share does not exceed 40 percent of adjusted monthly income where gross rent exceeds the payment standard. HQS means the standards developed by HUD under 24 CFR 5.703.
24 CFR 5.703 confines the standards for HCV, PBV and Moderate Rehabilitation to the subsidized unit, its means of egress, common features related to residential use, and the systems equipment directly serving the unit - not the whole property, which is the difference from a project-based NSPIRE inspection.
