Family income and composition must be reexamined at least annually with third-party verification

The PHA must reexamine family income and composition at least annually. For each reexamination the PHA must obtain and document third-party verification of reported annual income, the value of assets, expenses related to deductions from annual income, and other factors affecting adjusted income - or must document in the tenant file why third-party verification was not available.
HOTMA rewrote this section; the 88 FR 9675 amendments took effect 1 January 2024. The de minimis error provision is new and materially changes what an auditor may cite: a calculation off by no more than $30 monthly adjusted income is not itself noncompliance, though the PHA must still correct it and repay an overcharged family.
