An interim reexamination is required when estimated adjusted income rises by ten percent or more

The PHA must conduct an interim reexamination when it becomes aware that the family's adjusted income has changed by an amount the PHA estimates will produce an increase of ten percent or more in annual adjusted income. Increases in earned income are excluded from that estimate unless the family previously received an interim reduction during the certification period, and the PHA may decline to reexamine in the last three months of a certification period. The PHA may decline a family-requested interim where it estimates the decrease is less than ten percent of annual adjusted income.
The earned-income carve-out is the provision most often missed. A raise, standing alone, does not trigger an interim; the same raise does trigger one if the family has already had an interim reduction during the certification period.
