The housing assistance payment is the lower of the payment standard or the gross rent, less total tenant payment

The PHA pays a monthly housing assistance payment equal to the lower of the payment standard for the family minus the total tenant payment, or the gross rent minus the total tenant payment. The payment standard for the family is the lower of the amount for the family unit size or the amount for the size of the unit actually rented.
982.505(c)(3) permits but does not require a PHA to hold a family harmless from a decrease in the payment standard; where the PHA does reduce it, the initial reduction may not take effect earlier than two years after the decrease and requires 12 months' written notice.
