The PHA must maintain a utility allowance schedule covering all tenant-paid utilities except telephone, the cost of tenant-supplied refrigerators and ranges, and other tenant-paid housing services. It must review the schedule each year and must revise the allowance for a utility category if the utility rate has changed by 10 percent or more since the schedule was last revised, keeping the information supporting the review. On request from a household that includes a person with disabilities the PHA must approve a higher allowance where needed as a reasonable accommodation.
982.517(b)(2)(iv) requires the PHA to use an approved project-specific utility allowance under 983.301(f)(4) for a tenant-based participant living in such a project.
