Each participating jurisdiction must adopt and follow affirmative marketing procedures and requirements for rental and homebuyer projects containing five or more HOME-assisted units, and the requirements also apply to all HOME-funded programmes including tenant-based rental assistance and homeownership assistance. The adopted procedures must include methods for informing the public, owners and potential tenants about federal fair housing law and the jurisdiction's policy; the requirements and practices each subrecipient and owner must follow; procedures for soliciting applications from persons in the housing market area who are not likely to apply without special outreach; the records that will be kept describing the actions taken and their results; and a description of how the jurisdiction will annually assess the success of affirmative marketing actions and what corrective action will be taken where the requirements are not met.
