The participating jurisdiction selects the income determination method

For HOME rental projects subject to the 2013 regulatory amendments, the participating jurisdiction must select either the Part 5 annual-income definition or the IRS Form 1040 adjusted-gross-income definition and use one definition for each rental housing project. The Census long form is not an option under these regulations. Current 24 CFR 92.203(d) requires the Part 5 definition for rental projects where the PJ accepts the specified rental-assistance provider income determinations.

A structural point worth encoding explicitly: HOME deliberately leaves this to the PJ, so a rules engine that assumes Part 5 will produce confidently wrong answers on some properties. CORRECTION 2026-09-07: The record incorrectly presented Census long form as an unrestricted current HOME option and left its effective period open from 1992.
