The grantee must agree, and must ensure that each project sponsor agrees, that NO FEE, EXCEPT RENT, will be charged of any eligible person for any housing or services provided with amounts from a HOPWA grant. The prohibition is absolute on its face and reaches services as well as housing, so charges an operator would treat as ordinary elsewhere -- application fees, program participation fees, service charges, non-optional amenity fees -- are not permitted against an eligible person for anything HOPWA funds are paying for. The regulation does not carve out security deposits or damage charges and nothing read this session states how they are treated.
