The supportive services activity is open-ended in what it covers but not in whom it may cover. Eligible supportive services include health, mental health, assessment, permanent housing placement, drug and alcohol abuse treatment and counselling, day care, personal assistance, nutritional services, intensive care when required, and assistance in gaining access to government benefits and services, EXCEPT THAT HEALTH SERVICES MAY ONLY BE PROVIDED TO INDIVIDUALS WITH ACQUIRED IMMUNODEFICIENCY SYNDROME OR RELATED DISEASES AND NOT TO FAMILY MEMBERS OF THOSE INDIVIDUALS. The carve-out is specific to health services: the rest of the list may serve the assisted family, and the family is part of the eligible household for housing purposes. This is the mirror image of the eligibility rule, under which the family of an eligible person is assisted with housing; it does not follow that the family may be treated with HOPWA-funded health care. A separate, income-free opening runs the other way: housing information services under 574.300(b)(1) may be provided to a person with AIDS or related diseases OR A FAMILY MEMBER regardless of income.
