Short-term supported housing covers two different things -- facilities providing temporary shelter, and rent, mortgage and utility payments that let an eligible individual STAY IN their own dwelling -- and each carries its own clock. A SHORT-TERM SUPPORTED HOUSING FACILITY MAY NOT PROVIDE RESIDENCE TO ANY INDIVIDUAL FOR MORE THAN 60 DAYS DURING ANY SIX MONTH PERIOD. RENT, MORTGAGE AND UTILITIES PAYMENTS to prevent the homelessness of a tenant or mortgagor MAY NOT BE PROVIDED FOR COSTS ACCRUING OVER A PERIOD OF MORE THAN 21 WEEKS IN ANY 52 WEEK PERIOD -- the 21 weeks measure the period the costs ACCRUE over, not the number of payments made or the weeks in which a cheque was issued. Neither limitation applies to rental assistance under 574.300(b)(5), which is the distinction that decides which clock a household is on. HUD may waive either limitation as it determines appropriate, and will consider a waiver favourably where a project sponsor has made a good faith effort to provide permanent housing.
