Supportive services are not an optional add-on to HOPWA housing. APPROPRIATE SUPPORTIVE SERVICES, AS REQUIRED BY 574.310(a), MUST BE PROVIDED AS PART OF ANY HOPWA ASSISTED HOUSING, though HOPWA funds may also pay for services independently of any housing activity. The operative standard is that the grantee SHALL ENSURE THAT QUALIFIED SERVICE PROVIDERS IN THE AREA MAKE AVAILABLE appropriate supportive services to the individuals assisted with housing -- an availability duty, satisfied by qualified providers in the area, not necessarily by the grantee's own staff. The services contemplated are those described in 574.300(b)(7): health, mental health, assessment, permanent housing placement, drug and alcohol abuse treatment and counselling, day care, personal assistance, nutritional services, intensive care when required, and assistance in gaining access to local, state and federal benefits. A second, distinct duty attaches at the margin: FOR ANY INDIVIDUAL WHO REQUIRES MORE INTENSIVE CARE THAN CAN BE PROVIDED IN THE ASSISTED HOUSING, the grantee shall provide for LOCATING a care provider who can appropriately care for the individual AND FOR REFERRING the individual to that provider.
