Except for persons in short-term supported housing, each person receiving rental assistance under the HOPWA program or residing in any rental housing assisted under it must pay as rent, INCLUDING UTILITIES, an amount which is the higher of 30 percent of the family's monthly adjusted income, 10 percent of the family's monthly income, or, if the family receives welfare assistance from a public agency a part of which adjusted in accordance with actual housing costs is specifically designated by that agency to meet housing costs, the portion so designated. The words 'including utilities' do real work: the HOPWA resident rent payment is a gross figure covering rent and utilities together, not a rent figure from which a separate utility allowance is then deducted, which is how the Section 8 tenant rent is built.
