HTF homeownership housing carries a minimum 30-year affordability period

Housing purchased by a first-time homebuyer with HTF assistance must meet the affordability requirements of 24 CFR 93.304 for not less than 30 years. The homeownership minimum is the same 30 years as the rental minimum at 24 CFR 93.302(d)(1), which distinguishes HTF from HOME, whose periods vary from 5 to 20 years with the per-unit investment and the activity.
A lease-purchase project sits in an unstable state: if the unit is not transferred to an eligible homebuyer within 42 months after project completion, the RENTAL regime of 93.302 attaches to it, which brings rent limits, annual income re-examination and triennial inspections with it.
