HTF-assisted rental units must be occupied by extremely low income families, meaning families whose incomes do not exceed the greater of 30 percent of area median income or the federal poverty line, except that where a grantee's allocation exceeds the statutory threshold a limited share of units may serve very low income families at or below 50 percent of area median.
