An HTF tenant's initial annual income must come from two months of source documents; a self-certification or a program administrator's statement is available only afterwards

For a family who is a tenant in HTF-assisted housing, the grantee must determine annual income initially by examining at least two months of source documents evidencing annual income. Only for subsequent income determinations during the period of affordability may the grantee use, in the alternative, a written statement of annual income and family size from the family with a certification that the information is complete and accurate and that source documents will be provided on request, or a written statement from the administrator of a government program under which the family receives benefits and which examines each year the annual income of the family. That administrator's statement must indicate the tenant's family size and state the amount of the family's annual income, or alternatively must state the current dollar limit for very low- or low-income families for the tenant's family size together with a statement that the tenant's annual income does not exceed it.

This rule exists because a state overlay in the corpus - Indiana's HTF move-in bar - reads as an outlier until the federal text behind it is on the page. It is not an outlier; it is 24 CFR 93.151(c)(1). The same shape governed HOME until 5 February 2025 and no longer does, which is why a blended HOME/HTF unit can now take different documentation on each layer for the same move-in.
