An HTF grantee MUST accept the public housing agency's or rental subsidy provider's determination of a family's annual and adjusted income

Where a family is applying for or living in an HTF-assisted rental unit and the unit is assisted under the public housing program, the grantee must accept the public housing agency's determination of the family's annual income and adjusted income under 24 CFR 5.609 and 5.611. Where the family is assisted under a Federal tenant-based rental assistance program, including the housing choice voucher program and HOME tenant-based rental assistance, the grantee must accept the rental assistance provider's determination under that program's rules. Where the unit is assisted with a Federal or State project-based rental subsidy program, the grantee must accept the public housing agency's, owner's or rental subsidy provider's determination under that program's rules. Acceptance is a duty in all three cases, not an election, and it carries adjusted income as well as annual income.

24 CFR 93.151(a) says 'must accept' three times. HUD groups it with the other HOTMA safe harbors at 89 FR 106998 section IV, but it is the only one of them that is a duty rather than an option, and the 2025 HOME final rule did not touch it.
