HTF rental housing must be maintained to the grantee's ongoing property standards for the whole affordability period

The grantee must establish property standards for HTF rental housing that apply throughout the affordability period and that require owners to maintain the housing as decent, safe, sanitary and in good repair. At a minimum those ongoing standards must provide that the property does not contain the specific deficiencies established by HUD based on 24 CFR 5.703 and published in the Federal Register; must require the housing to be free of all health and safety defects, identifying life-threatening deficiencies the owner must correct immediately and the time frames for addressing them; and must require the housing to meet the lead-based paint requirements of 24 CFR part 35. The written agreement must require the owner to maintain the housing in compliance for the duration of the affordability period.
