An owner of rental housing assisted with HTF funds must comply with the grantee's affirmative marketing requirements and must adopt and follow written tenant selection policies and criteria that limit the housing to income-eligible families; are reasonably related to the applicants' ability to perform the obligations of the lease; limit eligibility or give a preference to a particular segment of the population only if permitted in the written agreement with the grantee and described in the grantee's consolidated plan; do not exclude a housing choice voucher holder or a HOME tenant-based assistance participant because of that status; provide for selection of tenants from a written waiting list in the chronological order of their application insofar as is practicable; give prompt written notification to a rejected applicant of the grounds for the rejection; and comply with the VAWA requirements at 24 CFR 93.356.
