The grantee must establish maximum monthly allowances for utilities and services for HTF-assisted units, excluding telephone, television, and Internet service. Where the tenant pays utilities directly, the rent the owner may charge is the maximum HTF rent minus the applicable monthly allowance, so the allowance is a component of the binding rent ceiling and not an optional adjustment.
The exclusion list is closed and narrower than the Section 8 practice some operators carry over: telephone, television and Internet are excluded, so an allowance that includes any of them overstates the deduction and understates the permitted rent.
