An Indian tribe, or with the consent of its tribe or tribes the TDHE, must submit an Indian Housing Plan (IHP) to HUD to receive NAHASDA funding, except as provided in section 101(b)(2) of NAHASDA. The IHP must be sent to the Area ONAP no later than 75 days before the beginning of the tribal program year, and grant funds cannot be provided until the plan is determined to comply with section 102 of NAHASDA and funds are available. Where a TDHE has been designated by more than one tribe it may submit a separate IHP for each tribe or, with the approval of the tribes, a single IHP.
