The recertification anniversary date is the first day of the month the tenant moved in, and it moves only when the form of assistance changes

Annual recertifications must be completed by the tenant's recertification anniversary date, and that date is the first day of the month in which the tenant moved into the property -- a family moving in on 15 September and a family moving in on 30 September both take a 1 September anniversary. A tenant who moved in with no assistance payment, such as a Section 236 or Section 221(d)(3) BMIR tenant, and who later begins receiving assistance takes a new anniversary date of the first day of the month assistance began. The anniversary date does not change when a tenant transfers from one unit to another at the same property. With the approval of the HUD Field Office or the Contract Administrator an owner may establish alternative anniversary dates, for instance keyed to the issuance of Social Security cost-of-living adjustments in an elderly or disabled property, to the assistance payment contract anniversary, or to building or unit number.
