The Initial Notice must specify the cutoff date -- the 10th day of the 11th month after the last annual recertification -- by which the tenant must contact the owner and provide the information and signatures the owner needs to process the recertification, and it must refer to the model lease requirement that the tenant recertify annually. Each reminder notice must restate that cutoff date, and must state that a tenant who responds after it will have the recertification processed but will not be given 30 days notice of any resulting rent increase. Where the tenant does respond after the cutoff date but before the anniversary date, the owner processes the recertification, the changes in tenant payment and assistance payment take effect on the anniversary date, the Third Reminder Notice satisfies the 30-day rent increase notice requirement, and every adjustment is made retroactive to the anniversary date.
