Approved rent changes take effect on the date HUD or the Contract Administrator approved, retroactively where that date has passed, and the utility allowance follows the rent date

Owners must implement approved rent changes on the effective date approved by HUD or the Contract Administrator. That date may reflect a retroactive approval, in which case the owner must change the tenant certification and adjust the monthly subsidy voucher, and must transmit the revised data to the Contract Administrator or TRACS to reflect the retroactive change. Changes to utility allowances must be made effective on the same date as the rent effective date for the annual analysis submitted at the time of the rent adjustment. Where a utility analysis is instead completed mid-year because of a rate increase of 10 percent or more, the effective date of the new utility allowance is the first day of the first month following approval by HUD or the Contract Administrator. Requests for rent increases go to HUD or the Contract Administrator under Handbook 4350.1 for budget-based increases, annual adjustment factor increases and utility allowance changes, or under the Section 8 Contract Renewal Policy Guide where the contract has been renewed under MAHRA.
