A gross rent change requires part 245 tenant comment and posting, a new HUD-50059-A to each tenant and to each file, and a TRACS submission

A gross rent change may arise from a change in rent alone, in the utility allowance alone, or in both. The owner must comply with the tenant comment and posting procedures at 24 CFR part 245, must submit approved gross rent changes through its software package to the Contract Administrator or to TRACS, and must prepare a tenant certification reflecting the change for each tenant in the project or contract. Each tenant must be given a new HUD-50059-A reflecting all changes in rents, utility allowances, total tenant payment, tenant rent and assistance payments, and a copy reflecting any change in tenant rent, utility reimbursement, total tenant payment or assistance payment must be placed in the tenant file. The owner must sign and date the HUD-50059-A in every case; the tenant need sign and date it only where the gross rent change alters the amount of rent the tenant pays or the utility reimbursement the tenant receives.
