A rejected applicant must be told in writing why, given 14 days to respond or request a meeting, and given a final written decision within 5 business days of that response or meeting

Owners must promptly notify the applicant in writing of a denial of admission or assistance. The written rejection notice must state the specific reasons for the rejection, the applicant's right to respond to the owner in writing or request a meeting within 14 days to dispute the rejection, and that persons with disabilities have the right to request reasonable accommodations to participate in the informal hearing process. Any meeting held to discuss the rejection must be conducted by a member of the owner's staff who was not involved in the initial decision to deny admission or assistance, and within 5 business days of the owner response or meeting the owner must advise the applicant in writing of the final decision on eligibility. An owner may reject an applicant who is ineligible for the unit or property, cannot disclose and verify social security numbers for all household members subject to the requirement, does not sign and submit forms HUD-9887 and HUD-9887-A, has household characteristics or a family size not appropriate for the unit sizes available, includes family members who did not declare citizenship or noncitizenship status, or does not meet the owner's screening criteria. Rejection must never rest on race, colour, religion, sex, national origin, familial status or disability, and for Section 8 an applicant's status as a victim of domestic violence, dating violence or stalking is not a basis for denial.
