Unit transfer policies must be written into the property's tenant selection plan and must reach transfers beyond those driven by family size

Owners are required to describe their unit transfer policies in a written tenant selection plan for the property, addressing transfer waiting lists, acceptable reasons for transfers, procedures for filling vacancies, and the owner's policy for establishing priority between tenants awaiting transfers and applicants from the property waiting list. The policies must go beyond the transfers needed for a change in family size: the owner must develop additional policies addressing tenant transfer requests for medical reasons or to accommodate a person with a disability. Transfers needed as a reasonable accommodation should be made on a priority basis.
