Every application must be date- and time-stamped on receipt, and then processed, placed on the waiting list, or rejected on a preliminary eligibility determination

On receipt of an application for tenancy or assistance the owner must indicate on the application the date and time received, by date-and-time stamp or by writing and initialling it. The owner must then do one of three things: process the applicant for admission, place the applicant on the waiting list, or reject the applicant based on a preliminary eligibility determination. The owner must collect information about the preferences for which the applicant qualifies, so that selection from the list can follow the preferences established for the property. Where a preliminary screening indicates a family is eligible for tenancy but no unit of appropriate size is vacant, the owner must place the family on the waiting list and notify the family when a suitable unit becomes available; the final eligibility determination is made when the unit is available. Applicants are then selected from the waiting list in chronological order to fill vacancies, once unit size and preference order are determined. Where the waiting list is closed the owner must advise potential applicants that it is closed, refuse to take additional applications, and publish a notice to that effect stating the reasons, in a publication likely to be read by potential applicants; reopening must be announced the same way.
