The PHA, not the owner, determines family eligibility and verifies the sources and amounts of income

The PHA is responsible for receipt and review of applications and for determining family eligibility for participation in accordance with HUD regulations, and is responsible for verifying the sources and amount of the family's income and the other information necessary to determine income eligibility and the amount of the assistance payments. Where the PHA determines a family ineligible, at application or after assistance has begun, it must promptly notify the family by letter stating the determination and the reasons for it and stating that the family may request an informal hearing within a reasonable time specified in the letter.
