Contract rents adjust by the published Annual Adjustment Factor only on the owner's submittal, and only if the unit is decent, safe and sanitary

Contract Rents are adjusted on or after each annual anniversary date of the contract upon submittal by the owner to the PHA of a revised schedule of Contract Rents, effective for the month following the submittal, and only provided that the unit is in decent, safe and sanitary condition and the owner is otherwise in compliance with the lease and the contract. The change in rent may not exceed the amount produced by multiplying the published Annual Adjustment Factor by the base rents. Contract Rents may be adjusted upward or downward.
24 CFR 882.410(a)(2) also allows special adjustments for substantial general increases in taxes, assessments and unregulated utility rates, and for drug-related criminal activity, each requiring HUD approval on the PHA's recommendation and supporting financial information (audited where the contract covers more than twenty units). Those are a separate obligation and are not encoded here.
