The SSN disclosure, documentation and verification requirements of 24 CFR 5.216 apply to applicants and participants, and are inapplicable only to individuals who do not contend eligible immigration status under 24 CFR part 5 subpart E. The owner as processing entity must deny the eligibility of an assistance applicant who does not meet those requirements, and must terminate the assistance or the tenancy, or both, of a participant who does not meet them, in accordance with the provisions governing the program. Where a child under six years old was added to the household within the six months before admission the family may become a participant provided the documentation is furnished within 90 calendar days of admission, and the processing entity must grant one additional 90-day extension where the failure was due to circumstances that could not reasonably have been foreseen and were outside the family's control; during that period the child is included as a household member with all the benefits of membership. At the annual reexamination the owner must require the family to disclose and verify Social Security Numbers.
