At least 20 percent of contract units in each building must be inspected biennially, with full reinspection on a failure rate above 20 percent

At least biennially during the HAP contract term the PHA must inspect a random sample of at least 20 percent of the contract units in each building to determine whether the units and premises are maintained in accordance with HQS, or at least once every three years for a small rural PHA. If more than 20 percent of the sampled units in a building fail the initial inspection the PHA must reinspect 100 percent of the contract units in that building.
