Inspections of PHA-owned contract units must be performed by an independent entity

For PHA-owned units the inspections required by 983.103 must be performed by an independent entity designated in accordance with 983.57 rather than by the PHA. The independent entity must furnish a copy of each inspection report to the PHA, and the PHA must take all necessary actions in response, including exercising contractual remedies for the PHA owner's violation of the HAP contract.
The same independent entity requirement reaches the rent determination under 983.301(g), so a PHA-owned project that fails this rule usually also has an unsupported rent.
