A contract unit must be inspected before assistance is provided to a new family

Before providing assistance to a new family in a contract unit the PHA must inspect the unit, and must not provide assistance on behalf of a family for a unit that fails to comply fully with HQS. A turnover inspection does not count toward the periodic inspection sample.
