A PHA may project-base no more than 20 percent of its authorized voucher units, or 30 percent with qualifying units

Except as provided in 983.6(d) and (e), a PHA may commit project-based assistance to no more than 20 percent of its authorized voucher units at the time of commitment. It may project-base an additional 10 percent where the additional units serve homeless individuals and families, families that include a veteran, supportive housing for elderly persons or persons with disabilities, units in an area where vouchers are difficult to use, certain replacement units, or units exclusively made available to eligible youth. All units selected, under an Agreement, or under a HAP contract count toward the cap.
983.6(a)(1) and (a)(2) grandfather a PHA that exceeds the cap only because its authorized unit count fell or because the 18 April 2017 change in how the cap is calculated moved it; such a PHA need not reduce, but may not add units.
