PBV assistance in a project is capped at the greater of 25 percent of the units or 25 units

A PHA may not select a proposal, or enter into an Agreement or HAP contract, if the number of assisted units in a project is more than the greater of 25 percent of the dwelling units in the project or 25 units. The cap rises to the greater of 25 units or 40 percent where the project is in an area where vouchers are difficult to use. Units exclusively serving elderly families, units exclusively made available to eligible youth, and units exclusively made available to households eligible for supportive services available at the project are excepted from the cap, and units excluded under 983.59 do not count toward it.
983.6 imposes a separate cap on the PHA's whole programme. A project can satisfy the project cap and still be barred because the PHA is at its 20 percent programme cap.
