In the PBV program a business or economic reason is not good cause for terminating a tenancy

24 CFR 982.310 applies to the PBV program except that 982.310(d)(1)(iii) and (iv) do not: in the PBV program good cause does not include a business or economic reason, or a desire to use the unit for an individual, family or non-residential rental purpose. The eviction provisions at 24 CFR 5.858 through 5.861 and the VAWA protections at 24 CFR part 5 subpart L apply.

This is the single largest divergence between HCV and PBV tenancy law and it survives the initial lease term: an owner may never end a PBV tenancy simply to re-let at a higher rent or to repurpose the unit.
